Starting first grade All children registered in the population register as residing in Tallinn are guaranteed a school place in one of Tallinn's municipal schools. School is compulsory for any child that turns 7 by October 1. Tallinn Education Department determines the school of the place of residence, considering proximity of the student's residence to the school and enabling children of the same family to study in the same school. If possible, the parents’ requests are taken into account. Submission of application Applications for assignment of the school of residence can be submitted from March 1 to March 15. Submitting an application is necessary primarily for the family as it provides important information regarding the choice of language of instruction and siblings studying in the same school. The parent can also note a school that is their first choice and this request will be taken into account if possible. Applications can be submitted starting from March 1: - through eKool (for instructions on how to become an eKool user and how to complete the application, click here) - NB! You can enter the eKool environment starting from March 1; - as a hard copy on site at Tallinn Education Department (Estonia pst. 5a, III floor) Mon 8:15 a.m. - 6 p.m.; Tue-Thu 08:15 a.m. - 5 p.m.; Fri: 08:15 a.m. - 4 p.m. Important deadlines for starting school March 1 - March 15: applications can be submitted in eKool or in writing to Tallinn Education Department. No later than on May 20, Tallinn Education Department informs parents about their assigned school of residence via eKool using relevant provided e-mail address (if the application is submitted via eKool) or by sending a notice to the postal address registered for the child's in the population register (if the application is submitted as a hard copy). By June 10 at the latest, the parent must notify the school of whether or not the child will be studying there. Unconfirmed school places remain vacant. Starting from June 11, all interested parties can submit applications for vacant places directly to schools. Applying to schools other than the school of the child’s place of residence All children in Tallinn can apply to schools other than the school of their place of residence; vacancies are in such an event filled in adherence to the school's admission procedure. First grades in these schools are compiled during the time period of January through February. For more information, go to the schools' websites. Kool) Tallinn German Gymnasium (Tallinna Saksa Gümnaasium) Tallinn Linnamäe Russian Lyceum (Tallinna Linnamäe Vene Lütseum) German Gymnasium Kadriorg (Kadrioru Saksa Gümnaasium) Tallinn Pae Gymnasium (Tallinna Pae Gümnaasium) Based on the decision of the Tallinn and Harju County advisory committee, children with special needs can commence studies in the following schools for children with special needs or in groups for children with special needs in the following schools: Lasnamäe Basic School (Lasnamäe Põhikool), Ristiku Basic School (Ristiku Põhikool), Tallinn Helen’s School (Tallinna Heleni Kool), Tallinn Laagna Kindergarten - Basic School (Tallinna Laagna Lasteaed-Põhikool), Tallinn Tondi School (Tallinna Tondi Kool), Tallinn Kadaka Basic School (Tallinna Kadaka Põhikool). Children starting school at 6 years old: Parents of 6-year-old children who wish to send their child to school must inform Tallinn Education Department thereof before May 1. If the Department has not been notified, the 6-year-old child can start school subject to the school’s consent if there are vacancies after June 23. A parent of a child below compulsory school age undertakes to submit within the time period of March 1 - March 15 to Tallinn Education Department the application for assignment of a school of relevant child’s place of residence, annexing to the application an assessment by the child’s kindergarten or relevant recommendation by the Tallinn and Harju County advisory committee regarding the child's readiness for school. Admission of a child below compulsory school age is regulated by § 7 (5) of the Republic of Estonia Basic Schools and Upper Secondary Schools Act. Notification obligation upon waiver of assignment of a school place If the child is a Tallinn resident according to the Estonian population register but does not commence studies in the first grade of a municipal school in Tallinn, the parent must notify Tallinn Board of Education thereof. Legislation and additional information Admission to first grade is regulated by Tallinn City Government's Regulation No. 132 of December 21, 2011 "Conditions and Procedures for Assigning a School of Residence" as well as the Republic of Estonia Basic Schools and Upper Secondary Schools Act (§ 9 and § 10).
